Parallel phases and tasks
New plans are scheduled realistically: a dedicated scheduling step decides, with a justification, which phases may overlap — before budget and risks build on it. Tasks start in parallel and get predecessors instead of a chain of equal blocks. Milestones sit on the actual phase ends.
